Retaining Walls in Encinitas
In Encinitas a retaining wall needs a permit once it is over four feet from the bottom of the footing to the top, or at any height if it holds a surcharge. We connect you with a licensed local contractor for a free estimate.
The Four Foot Rule
The city's permit list says a Retaining Wall Permit is required for a wall over four feet tall, measured from the bottom of the footing to the top of the wall. Most of the footing is below ground, so a wall that looks three feet tall can be over four.
Surcharge
A wall of any height needs the permit if it holds a surcharge. That is extra load above the wall, like a driveway, a slope or a building. A short wall under a driveway can still need a permit.
Earth Moving and Water
Cutting into a slope moves earth and changes drainage. The city requires a Grading Permit for earth movement and drainage changes unless the work is exempt under Municipal Code Section 23.24. Every wall needs a plan for the water behind it.
Soil
County records list expansive clay soils across the coastal plain. Ask whether your wall needs a soils report.
