Who Can Pour Concrete in Encinitas

A C-8 is not the only license that can run an Encinitas concrete job. A B general contractor can too, in three ways the state spells out.

C-8 and B in Plain Words

The CSLB gives concrete work its own class, C-8. It covers forms, pours, placement and finishing of flat and mass concrete, including screeds for flatwork. A Class B General Building license is the broad one. The state says it is the most common license class in California.

When a B Can Take the Job

The CSLB lets a B take a prime contract for another trade, concrete included, in only three cases. Either the contract has at least two other unrelated trades, or the B holds the license for that trade, or the B hires a licensed specialist to do it. Framing and carpentry do not count toward the two trades.

That is the rule in all three cases. A bare driveway pour from a B works when the B holds C-8 or subcontracts it to a C-8 and runs the job.

A Hardscape Example

Say you want a back yard patio with a seat wall, a drain line and lights. That is concrete, masonry, drainage work and electrical in one contract. A B can take it and bring in a C-8 for the slab, a C-29 for the wall and a C-10 for the lights. You sign once and one contractor answers to you.

Encinitas asks for a Hardscape and Drainage Permit when the new or replaced hardscape is over 500 square feet, so ask who pulls it and who is on the hook for it.

Street Side Work

Work in the public right of way takes a PROW permit, and the city says the applicant must hold a current Encinitas business registration. The state says Class A general engineering covers fixed works like roads, with the related concrete. For a driveway apron or sidewalk, ask Encinitas Engineering at (760) 633-2706 which license it wants, then match it to the contractor. See the permit guide.

What to Ask Before You Sign

  • What is your license number? Look it up on the CSLB lookup, which shows every class the license holds.
  • Do you hold C-8, or who is your C-8 sub?
  • What is that sub's license number?
  • Does the written contract say who does each part?

What a B-2 Does Not Cover

A B-2 Residential Remodeling license is for existing wood frame homes and needs at least three unrelated trades in one contract. Concrete is not on its trade list. So a B-2 is not a stand in for C-8. The $1,000 minor work rule does not help on a real patio or driveway either.

Questions and Answers

Can a B contractor build my Encinitas patio?

Yes, if the B holds C-8 or hires a licensed C-8 for the concrete, or if your job has two or more other unrelated trades.

Is a B or a C-8 better for me?

A C-8 is a concrete specialist. A B is a good fit when your job has many parts and you want one contract. Either way, look the license up.

Does a B still need a PROW permit for the street?

Yes. The permit follows the work, not the license. Ask Encinitas Engineering which license it wants for right of way work.
